A RESEARCH PAPER PUBLISHED IN THE IEEE XPLORE DIGITAL LIBRARY WITHIN THE FRAMEWORK OF THE eCAMPUS PROJECT

The Erasmus+ CBHE eCAMPUS project is pleased to announce that a scientific article titled “Digital Transformation in Armenian Higher Education: The Shift from Access to Integration is Inevitable” has been published in the MECO 2026 conference Proceedings, available in the IEEE Xplore Digital Library.

The article was co-authored by Armen Budaghyan (Yerevan State University), Lusine Fljyan (Northern University), Serob Khachatryan (Yerevan State University), and Mari Santurjyan (Yerevan State University).

The research findings were presented during the 15th Mediterranean Conference on Embedded Computing MECO 2026, a prestigious annual international conference held on June 9–13, 2026, in Budva, Montenegro. The proceedings were officially published in IEEE Xplore on July 2, 2026.

With this publication, the activities of the eCAMPUS project have entered a new phase, aiming to establish a strong, research-based foundation for its outcomes. This research will help substantiate and disseminate the approaches developed in the project, identify key challenges and needs related to the digital transformation of higher education in Armenia, and contribute to developing evidence-based solutions.

The article addresses the ongoing digital transformation of Armenian higher education and emphasizes that the key challenge is no longer only access to digital technologies, platforms, and infrastructure, but their meaningful integration into teaching, learning, assessment, governance, research, and institutional development.

Based on a large-scale survey conducted across Armenian higher education institutions, the study analyzes the digital competence levels of academic staff and students, identifies existing gaps, which has, in turn, contributed to the development of a digital competence framework for academic staff.

This publication represents an important contribution to the eCAMPUS project’s mission of supporting the digital transformation, resilience, inclusiveness, and quality of higher education in Armenia.

The eCAMPUS project expresses its appreciation to MECO 2026 for providing an international academic platform to share and discuss the project’s research outcomes.
