Announcement
Within the Erasmus+ Capacity Building in Higher Education (CBHE) project “Fostering Socially Distanced and Inclusive On-Campus Education in Armenian Higher Education Institutions” (eCAMPUS), we are announcing an open competition to select an external evaluation expert to assess the project’s results over its two-year implementation period.

Responsibilities
The selected expert will be responsible for:
- Evaluating the results achieved during project implementation in relation to the project’s objectives, indicators, and planned outcomes.
- Assessing the project’s impact on the institutional development of partner universities, beneficiary organisations, and the Armenian higher education system.
- Analysing the sustainability of project results and their potential for long-term application.
- Preparing an external evaluation report, including conclusions, recommendations, and observations aimed at further improvement.
- Where necessary, reviewing project materials, participating in consultation meetings, and conducting surveys of project participants.
Required Qualifications
Applicants should demonstrate the following qualifications and experience:
- Professional experience in the higher education sector.
- Knowledge of modern approaches to teaching and learning, including digital and technology-enhanced education.
- Experience in implementing EU-funded projects, particularly Erasmus+ CBHE projects.
- Experience in project evaluation will be considered an advantage.
- Excellent command of English.
- At least three years of experience in project management and/or quality assurance.
- Strong analytical and report-writing skills.

- Motivation letter.
- Supporting documents demonstrating the required experience and qualifications.
- Documents certifying participation in Erasmus+ and other international projects, where applicable.
- Documents evidencing experience in project evaluation, where applicable.
Timeline
- Start of work: 26 October 2026
- Completion of work: 30 November 2026
- Submission of the final evaluation report: 14 December 2026

ծրագրի շրջանակում հայտարարվում է ծրագրի արտաքին գնահատման փորձագետի ընտրության բաց մրցույթ` ծրագրի երկամյա արդյունքները գնահատելու նպատակով։

Պարտականություններ
- գնահատել ծրագրի իրականացման ընթացքում ձեռք բերված արդյունքները՝ ծրագրի նպատակների, ցուցանիշների և նախատեսված արդյունքների համատեքստում,
- գնահատել ծրագրի ազդեցությունը գործընկեր բուհերի, շահառու կառույցների և ՀՀ բուհական համակարգի ինստիտուցիոնալ զարգացման վրա,
- վերլուծել ծրագրի արդյունքների կայունությունն ու երկարաժամկետ կիրառելիությունը,
- մշակել արտաքին գնահատման զեկույց՝ ներառելով եզրակացություններ, առաջարկություններ և հետագա բարելավմանն ուղղված դիտարկումներ,
- անհրաժեշտության դեպքում մասնակցել ծրագրային նյութերի ուսումնասիրությանը և խորհրդատվական հանդիպումներին, կատարել մասնակիցների հարցումներ։
Պահանջվող որակավորումներ
- բարձրագույն կրթության ոլորտում աշխատանքային փորձ,
- դասավանդման և ուսումնառության ժամանակակից, ներառյալ թվային և տեխնոլոգիապես հագեցած կրթական մոտեցումների իմացություն,
- ԵՄ ֆինանսավորմամբ ծրագրերի, մասնավորապես Erasmus+ CBHE նախագծերի իրականացման փորձ,
- ծրագրերի գնահատման փորձը կդիտվի որպես առավելություն,
- անգլերեն լեզվի գերազանց իմացություն,
- նախագծերի կառավարման և/կամ որակի ապահովման ոլորտում առնվազն երեք տարվա փորձառություն,
- վերլուծական և զեկույցների պատրաստման բարձր հմտություններ։

- պահանջվող փորձառությունն ու որակավորումները հիմնավորող փաստաթղթեր,
- Erasmus+ և այլ միջազգային ծրագրերին մասնակցությունը հավաստող փաստաթղթեր (առկայության դեպքում),
- ծրագրերի գնահատման փորձը հավաստող փաստաթղթեր (առկայության դեպքում)։

Աշխատանքների ավարտ՝ 30․11․2026թ․
Զեկույցի վերջնական տարբերակի ներկայացում՝ 14․12․2026թ․
