Advancing Quality Assurance of Digital Education in Armenia

On March 24, 2026, an online seminar titled “Internal Quality Assurance of Digital Education” was held within the framework of the ERASMUS+ CBHE project “Fostering Socially Distanced and Inclusive On-Campus Education in Armenian HEIs (eCAMPUS)”. The event brought together Armenian and European experts to explore effective approaches to ensuring quality in digital education.

The seminar opened with introductory remarks, followed by insightful presentations from European partners representing Sweden, Italy, Spain, and Portugal. They shared institutional experiences and best practices, emphasizing that successful quality assurance (QA) in digital education requires the integration of pedagogy, technology, and governance.

A central focus of the seminar was the critical role of assessment in digital learning environments. European partners shared a range of innovative approaches, emphasizing that online assessment, when thoughtfully designed, can enhance both student engagement and learning outcomes. Presentations highlighted the value of diagnostic assessment to identify student needs at the outset of a course, as well as the potential of self and peer assessment to foster reflection, autonomy, and collaborative learning. These methods, when embedded within a clear quality assurance framework, were shown to support greater transparency, consistency, and fairness in evaluating student performance. The discussion also underscored that effective online assessment goes beyond the choice of tools; it requires strategic alignment with learning objectives, attention to academic integrity, and a commitment to inclusive practices that accommodate diverse student needs. European partners stressed the importance of building institutional capacity in this area, including training for academic staff to design and implement reliable, accessible, and pedagogically sound digital assessments.

An important milestone of the seminar was the presentation of the Policy Paper on Criteria and Procedures for Internal QA of Digital Education by Varduhi Gyulazyan from the National Center for Professional Education Quality Assurance (ANQA). The policy proposes a comprehensive national framework for ensuring the quality of digital teaching, learning, and assessment (TLA) in Armenia.

Aligned with international standards such as ESG 2015, the framework aims to:

• Improve student learning outcomes,

• Ensure equitable access to digital education,

• Strengthen academic integrity,

• Build institutional and staff capacity.

It is grounded in key principles such as student-centred learning, transparency, accessibility, ethical technology use, and continuous improvement, and introduces ten core quality areas, including governance, course design, teaching quality, student support, technology infrastructure, data protection, and digital equity.

The seminar concluded with an interactive discussion session, where participants exchanged perspectives on challenges and opportunities in implementing QA mechanisms within digital learning environments in Armenian HEIs.

Overall, the seminar outcomes contribute significantly to strengthening internal quality assurance systems for digital education in Armenia, supporting institutions in delivering high-quality, inclusive, and future-ready learning experiences.

The seminar brought together over 90 participants from Armenian higher education institutions and partner universities, fostering dynamic exchange of expertise and strengthening international collaboration in the field of digital education.
