ARMENIAN HEIs PRESENT DIGITAL COMPETENCE NEEDS ASSESSMENT AND POLICY PAPER AT ECAMPUS ONLINE CONFERENCE
On August 27, 2025, the eCampus online conference brought together nearly 60 representatives from Armenian and European universities to discuss the digital transformation of higher education in Armenia. The event focused on the findings of a nationwide Needs Assessment in Armenian Higher Education Institutions (HEIs) and the introduction of a proposed Digital Competence Framework to enhance teaching, learning, and assessment.

The conference opened with a session introducing the eCampus project and sharing Best Practices from Digital Competence Frameworks. Presentations were delivered by Armen Budaghyan (Yerevan State University) and Lusine Fljyan (Northern University), with additional contributions from international partners: Giovanni Adorni (University of Genoa, Italy), Rui Mendes (University of Lisbon, Portugal), Joaquín Paredes-Labra (Autonomous University of Madrid, Spain), and Viktor Kordas (KTH Royal Institute of Technology, Sweden).

The next session presented the results of digital competence needs assessments conducted across Armenian universities. Speakers included:
- Aram Hayrapetyan (Yerevan State Medical University)
- Artur Avagyan (Yerevan State University)
- Marianna Harutyunyan (Armenian State Pedagogical University)
- Lusine Fljyan (Northern University)
- Serob Khachatryan (on behalf of Armenian HEIs, TBC)

One of the main highlights of the programme was the presentation of the Policy Paper on the Digital Competence Framework for Armenian Higher Education by Aram Hayrapetyan (YSMU). The framework provides guidance on embedding digital skills into academic practice and aims to align Armenia’s higher education system with European standards and international best practices.
The event concluded with a roundtable discussion of the policy paper and closing remarks. Participants stressed the importance of adopting a coordinated national approach to digital competence development, ensuring Armenian HEIs remain competitive, innovative, and globally connected.
